Classic traveller and DM target numbers for tasks

Folks:
I have been reading a number of items of Classic Traveller, and Mongoose publishing. I noticed they can go hand-in-hand and are great resources for my Mongoose adenvture right now; however, did Classic Traveller have a static level for DM assign to tasks? for example: Mongoose has +2, +4, +6 for tasks.
