Character Creation: Skills and Training

During character creation. When you roll on the skill tables for each term spent in a career, do you gain new skills at level "0" or level "1"?
 
Rolled skills gain one level, or get a new skill at level 1.
Skills from basic training are at level 0
Skills from rank bonuses or similar usually have a number after them - in which case you get that skill at that rank if you don't have it already, and nothing if you do.

Just to clarify:

If the skill has a level, you get it at that level if you don't already have it at that level or higher. If you get it at 1 but have it at zero already you would then have it at 1.
 
I found that the rules pretty much state 99% of the time that you're either getting: "skill 0", "skill 1", or adding "skill +1" to an existing skill you have. Just make a note if there is a number after the skill. 0 and 1 are not additions. They are initial skill settings.
 
OK, thank you for clarifying. For some reason, I thought that if you rolled a new skill on the "Skills and Training" tables, you started that skill at "0," or you improved it by one point. Thanks for the clarification.
 
If I roll on the chart and get Recon, for example, I write it down as Recon 0 on my skill list. If I roll and get Recon again, I change it to Recon 1. If I get promoted and see Recon 1, I ignore it because I already have it.
 
Incorrect. The ONLY time you get the skills at Level 0 is during basic training at the beginning of a career. For your First Term you get all the Service Skills at Level 0. If you switch careers at any point, for any reason, then you get to pick 1 Service Skill and get that at Level 0. All other times then it is like you describe. See Main Rule Book, page 8. For the rule about Level 0 it is on the right column under the Bold Heading Basic Training. The other rule about gaining it at level one any other time is in the Left Column under Skills and Training.

Hmm ... at what level do you expect to get the character's
homeworld and education skills ?
 
Wait really? I thought if you didn't have the skill, ever, and you rolled it on a skill table you got it at zero...
This could mean four years of playing traveller wrong...

Moreover, I don't think it's right...
 
No, its right, skills gained in careers start at 1 if you don't have the skill. The only skills that start at 0 are your background skills and your first term skills.
 
Hmm... I'm gonna dig through my rulebook...
But if its true, I've been building characters wrong forever... and so have my PBP players

Main Rule Book Page 8, Left Column under Skills and Training and then later on the Right Column under Basic Training.

Honestly though, if that's how you've been doing it all along in your game and you've been consistent with it, then just stick with it. Wait until you do a "Reboot" or Restart on your game or for your next game. Just be aware of it and make your players aware of it and the fact that you do it differently for the current game only.

Cool. I get to edit my program to make sure it does what page 8 says. But then the skills received at promotion time will mean nothing though even more.

MENTAL NOTE:
Must remember that Basic Training returns skill levels of 0. While all other training returns skill levels of 1 (or +1 if already 1).

ADDED:
What do you guys think about all those Traveller skills being listed on the character sheet? This is for convenience, I'm guessing.
