Has anyone ever tried coming up with rules for gangs owning Turfs (or beats in the case of Judges) to manage and generate income etc, and adding an arrest/hostage system as part of their campaigns? Currently at the end of a game it's just check your injuries and move on, so i was looking at a way to pad out our campaign.
 
You could more or less lift the rules from Gangs of Mega-City One. These days, we try to design campaigns so you don't need everyone present but, if that is not an issue, you can put more detail into them.
 
I've never though of the Turf idea for this game... Ill have to give that some thought, unless Like Sprang said and the rules for GoMC1 fit fine. In which case...

Are these rules around for grabs anywhere?
