What happens if you earn negative RR points in a campaign round? Do you dip into your reserves from earlier turns or just count as earning 0 for the turn?

I'd say that you have to use up some of your stored RR.

I agree, ofcourse if you still have something left from eariler turns. But no "debt"/negative RR to be paid later.
