No matter who's point split we use I find this not doing what I wanted. Wish we had gone to a straight point system instead of this twisted pl structure. The supposed simplicity and quickness of putting a fleet together just isn't there with the 'go down and buy up' or the 'always split at least one point further down' approach.
That said, the best value would depend heavily on the number of FAP being played with. If the scenario is 1 Arm, the 2 War and 5 Raid are both tempting in just about any fleet (maybe not drazi...perennial problem child with the sink system). If the scenario is multiple points at Arm, but you are looking for a useful buy down, you should consider taking the point down to at least skirmish and buying up a slot or two so you have sufficient sinks to operate in a active rather than completely reactive strategy.
