Basic rules question: crippling damage

When a ship is crippled, it takes various sorts of damage: reduced movement stats, halved rating of clustered weapons, saves for individual turrets and special attributes.

Can any of that damage be repaired via Damage Control procedures? Or is the "crippling" a sign of damage too severe to be dealt with at sea?

Yes that is my assumption also. Any ship in that state should be fleeing away unless it cant get away.
