Armored Bulkheads protecting M-drives

Can you add armored bulkheads to protect maneuver drives? In highguard it states that armored bulkheads protect internal components. Since at least 95% of the M-drive is protected inside the hull (with only the thruster plates on the exterior of the hull) I would think that you could. But on page 151 of the core book, the Maneuver drive only appears in the external damage column.
Can you please clarify the bulkhead rule for maneuver drives?

That sounds like an undefined case. If you can't hit it from an Internal hit, there'd be no point to the bulkhead. If you can it it from both Internal and External, I'd allow it, and say that the bulkhead is only relevant if the hit was an Internal one.

But it sounds to me like it needs to be included on the Internal chart as well to make sense.
