GCS Grimlok (Epanterias-K Class Medium Cruiser) assigned to the [Tyrannus] Flotilla

We were investigating a stellar anomaly along one of the Romulan borders with the GCS Predacon when scanners detected a vessel. We identified it as a Federation [Wolverine]-class Fast Cruiser. The computers records found it to be the U.S.S Valiant captained by one Z. Brannigan. Initial hails were answered with some strange message about 'filthy purple hippies' and 'child-hugging freaks.' The slurring of certain syllables makes me wonder if Captain Brannigan was inebriated at the time.
Without provocation, the Valiant opened fire on the Grimlok, causing serious damage to the impulse drive and shield generators. Initially bewildered, we attempted to come about as the Valiant moved past. The Grimloks damaged impulse drives worsened, but we were able to combine fire with the Predacon to inflict significant damage to the Valiant. I wish to cite the Predacon's weapons officers for their marksmanship as they managed to bypass the enemy's shields with the majority of their phaser fire, and will be submitting commendations with this report.
The Valiant began to retreat as we continued pursuit. An unfortunate malfunction in the Impulse drive of the Predacon kept it from following, and our own failing engines only allowed us one more pass, crippling the enemies shields with a salvo of plasma torpedoes.
Captain Brannigan initiated warp, hurling one final insult of which I have recorded and attached to this report. Something about coming back for, "you and your yellow and green minions."
Needless to say, I am curious why a Federation vessel ventured into Gorn territory so brazenly and committed what could be construed as an act of war. I am inclined to think this was an isolated incident perpetrated by one renegade captain. There is, of course, the possibility that this was one strike of an intended incursion into our territory.
In either case, I recommend reinforcing the [Tyrannus] Flotilla. I have attached a requisition for another contingent of [Stegosaurus]-class Destroyers. We can use [Jurassic Recreational Starbase] Facility #4 as a point of operations should these incursions continue.
