If a ship is moved six inches as a result of being tractor beamed and is then released from the tractor beam, is the tractored ship then free to move its full movement (up to 12 additional inches)? This effectively gives the tractored ship an 18 inch movement. On page 19 of the rulebook it states that a tractored ship that breaks free from a tractor beam is free to move as normal but on page 5 the rulebook states that no ship can move more than 12 inches in a turn. Which rule takes precedent?

Both - the tractored ship is free to move as _normal_ and not moving more than 12" in a turn is 'normal'!
