[ACTA:SF] Romulan scout question

I'm looking at the Romulan scouts, specifically the Scout Eagle. This ship replaces it's Plasma-R torp with Special Sensors, gaining a Scout-2 rating. Normally this ship is considered "underpowered" and is subject to restrictions on firing it's Plasma-R torp. Now my question is this: Since those Special Sensors replace the Plasma-R torpedo, and they are pretty power hungry in themselves, would it be fair to continue to treat the Scout Eagle as "underpowered" and say that if it moves more than 6" it cannot use it's Scout functions in that turn and cannot use phasers?
 
As a house rule? If the entry doesnt say that it has limitations then I don't see why adding them in would make sense, its not like its over-powered as a scout ship?

I'd prefer an official ruling, but I'll take what I can get.

It makes sense to me that the Scout Eagle would continue to be "underpowered". Those 2 Special Sensors can theoretically use up to 12 power in SFB, versus 7 for the R-Torp on it's final turn of arming.

Since what they gave us was meant to be playtest material, I would not be surprised by that.
