based upon a birds eye view of Napoleonic warfare at Army Corps level counters for Battalion formations, nice art work a must!
ACTA akin Traits to represent troop and national traits/doctrine.
suggestions; Rifles, Skirmish (value), Elan to increase movement etc

two tracks to record;
hits (determined by number of troops fielded divided by 10)
morale (determined by troop type and nation) battlefield situations, arty fire, cavalry vs inf etc reduce this
resistance to effects again to be determined by national and troop traits.

thresholds when reached reduce effectiveness of the unit and again as per ACTA there's a chance to remove traits

Also introduce Generals as focal points of formations (i.e working along ACTA squadron lines but obviously for Regt/brigade and higher levels, whereby they can increase or if badly lead decrease CQ checks

CQ checks to determine if formations adapt to battlefield situations i.e Cavalry charging line. Line requires a change of formation CQ check to form Square. Better trained troops have a higher CQ value.

A formation that fails to change formation can have the counter it has remain with the new counter placed onto to illustrate the confusion

Damage caused by shooting and hand to hand would be dependent upon number of troops remaining divided by the formations fronts. Ie all men in a line all are eligible to fire, those in a square (four sides) so divide by 4
column divide by four as well.

D6 thrown against the enemy, armour isn't really a problem but skirmishers might, as would the targets formation possibly.

Range would be fixed at an approximately effective range for muskets
At Waterloo it was usually less than 50 yards and devastating.

I find the idea of taking a rules system for one subject and changing it to focus on another often wildly different subject quite interesting.

I wrote a set of rules that took the Fire and Fury American Civil War Rules and applied them to ancient galley warfare... it worked supprisingly well.
