What happens when an ISA fleet takes Gaim as allies?

1) Do I have to include a Queen? The "Queen" rule says that every Gaim fleet must take a Queen. But I am not a Gaim fleet, I am an ISA fleet.

2) If I take Gaim allies without a Queen, what happens to their CQ and the overall fleet's initiative? The "Protect the Queen" rule states that I suffer the effects when I lose a Queen. But I am not losing one, since I never had one! If I do suffer the CQ penalty, does it apply to only the Gaim ships, or the rest of the ISA ships also?
