i understand you can not buy down & then back up. can you buy down twice? for example, 1 war point=1 bat, 1 raid, 2 skir; then 1 raid=2 skir; total fleet 1 war=1 bat, 4 skir. if the pl were 2 bat this would be unquestionable.

I don't think you can split down points again after you buy down.

Every single permissible breakdown is listed in the FAP FAQ here:

You can continue to break down, it's just done in a limited way.

The new basic formula is pretty clear.

Each point may be broken down to a number of ship/points of a lower level, one of those may be further broken down to two ships/points of a level one step, repeat until you run into patrol or stop at the desired level.

What you can no longer do is skip a priority level once you start buying down. You also cannot buy up once you have bought down with single point, all splitting of one point goes one way.

But all that said, the list they gave is what is available, that is just the formula that lead to it.

So, I'm confused now as well.

Lets say I had 1 War point... is it permissible to break it down to 2 raid and 4 skirmish?

(1 War point --> 2 Battle --> 4 Raid, Spend 2 Raid, Remaining 2 Raid --> 4 Skirmish)
 
No, you can go look at all the allowed breakdowns in the FAP faq LBH listed. I was just telling you the formula that was used to arrive at those breakdowns, since the question usually comes up of whether there is one.

For whatever reason attempting to describe the formula just confuses folks, just get the FAP FAQ and memorize the list...

Yeah, the list does seem to confuse less. And it is definitive.

The formula is: you can break your original FAP into any of the lower-down splits: that is, 1 War can be split into 2 Battle, 4 Raid, 8 Skirmish or 12 Patrol. You can then re-split one of those points (no more than one), into 2 of the level below. And re-split one of those, into 2 of the next level.

So you could not split 1 War into 2 Battle, and split them both into 4 Raid. And you could not split 1 War into 2 Battle, and split one of those Battle into 4 Skirmish. You could however simply split your 1 War directly into 4 Raid, and split one of those Raid into 2 Skirmish, and split one of those skirmish into 2 Patrol. So you'd end up with 3 Raid, 1 Skirmish and 2 Patrol.
