Basically when you are called to make a crew quality check (when performing a special action or damage control for example), you roll 1D6 and add the ships Crew Quality[1] and any relevent fleet bonuses (e.g. Drazi Agression, Vree Telepathy and ISA Rangers).
[1] In most pick-up or one off games Crew Quality is just assumed to be 4. However in campaign games this can differ between 2 and 6.
The rule states that a "6" is always a success on a CQC (obviously unless it's an opposed CQC).
BUT is a "1" an automatic failure ?
(Easy exemple : ISA elite rangers inside a WS wanting to perform damage control. They succeded in "All hands to deck" so now it's time to attempt repairing all the crits :
CQ : 6
Rangers : +1
Self repairing : +1
All hands to deck : +1
--> 9 without throwing.
If you HAVE to throw (because 1 is failure) you might not repair everything ;-)
If you don't have to it's an automatic "I repair all non-vital crits from previous turns"
Doesn't answer the quesition, but thought I'd point this out. You can't get a +1 for Rangers on top of CQ6. CQ6 is the maximum CQ of a ship, and Rangers gives a +1 to crew quality, so it is capped at 6. The Rangers bonus just means your ships start at a higher CQ than anyone else's.
