It to me that presently the rules can end up making ships more manueverable as they get damaged. Before you laugh let me explain. If you have a ship that moves 6 or more normally and is not agile it is required to move 3 plus inches before it can conduct a turn. Yet if it gets damaged where it slows down it now can turn sooner. i.e. if you recieve a -4 speed you are now able to turn after 1 inch verse the original 3 inches which is now turning sooner than an agile ship.
My thought is to require a ship to move 1/2 its original movement rate or its full movement which ever is less before it can turn.
