There are a lot of rules changes, and virtually all of the ships have been re-statted and re-balanced, many having totally new roles than before, and some even switch fleet lists. There are also several new fleets. It's all very exciting

Right, the fleets are a welcome change based upon some of the quirks we've run into.
Umm, what kind of rules changes? Turn sequence? Combat? New rules? I own ACTA 1E, but am interested in some of the details that will change the current gameplay experience.
Have you looked at the S+P 43 I think wich gives an initial overview of the changes - its a freedownload. May answer some of your questions (but generate others!)

Oh yea! I had forgotten about that issue of S&P. I just re-read it and answered my questions but one. With the new new ship Anti-Fighter stat will small weapons like Particle Beams, Fusion Cannons, Lt Pulse Cannons all go away an be absorbed into this AF stat?
I like the current choice of using these small weapons at close range against other ships. The counter-tactic is to swamp the ships with fighters so those same weapons aren't used on a ship.
Light Pulse, too? That weapon's pretty much the entire firepower of the T'Loth, and a lot of the firepower of the Skirmish ships (especially throughout the Narn fleet). Also the Raiders (who already need a lot of help), and some of the Vree's Antiproton gun.
The rest (Particle Beam, Gravitic Bolt, Twin Arrays are becoming Ion Cannons) ... meh.
The only weapons that have been removed are those that were anti-fighter but did not constitute a ships main armament. So the Hyperion will lose its particle beam (hardly a huge loss) but the Hermes doesn't lose its guns.
