ACTA: 2 psi corps questions

sorry about all the questions, my gaming group is starting a campaign soon so I'm trying to get everything straight by then

question 1) when rolling for randow crew quality, does the flight computers minimum crew quality of 4 take place before or after the psi corps's +1 to crew quality?

question 2) If I were to spend a war point on a warlock from crusade era earth, and later I buy an admiral and place him on it, wouldn't the doubling of its priority level make it take more of my fleet than its allowed to? Basically can you put an admiral on a war level reinforcement?
 
question 1) I believe so. This is at least how we've always run it in the past.

question 2) I don't think you can even put your admiral on the Warlock since it's an ally and not technically "part" of your fleet.

The Flight Computer acts instead of the normal CQ, if it is less than 4. If you roll a CQ of 2, it becomes 3. The flight computer makes that 4, unless the FC is taken out by a crit. If you want to incease the CQ through experience, you will be increasing the CQ of 3.

Yes, the increase in PL would make the ship too expensive. I would say it is not allowed. There is nothing explicitly stating you can't put the Admiral in an allied ship, so if you had an Omega, you could put an Admiral in that, so long as it was your only allied ship.
