Firstly the Dragonewt cult, then the EWF version of worshipping the same Dragon.
Crow Sandbla Quell
History
During the Great Darkness, among all the other terrors of the age, famine stalked the land. Crow Sandbla Quell realized that, although the dragonewts under her care could reincarnate, they would be weakened; leaving the nest and the precious eggs vulnerable to the forces of Chaos.
She burrowed into the dead body of Genert until she found one of the few remaining arteries where blood still flowed. She brought some of the blood to the surface where she used it to feed the dragonewts, barely in time for I Fought, We Won.
Since the dawn, dragonewts throughout Dragon Pass have revered her as the bringer of sustenance from the bare earth.

Cult of the Soup Dragon
History
Dora the Slatehome was an ordinary Pelorian housewife until her family converted to draconic ways. Among the missionaries who visited her home was a dragonewt priest, a follower of the true dragon Crow Sandbla Quell. The two fell to discussing recipes and Dora became inspired to found the Cult of the Soup Dragon.
The cult believes that physical nourishment is as vital to the Dragon to Be as spiritual nourishment. There is also a healthy dose of Pelorian home-style pragmatism; a realization that people who are starving can only concentrate on their next meal and will not be able to contribute to the Dragon.
These beliefs put the cult at odds with higher EWF authorities who, because of idealism or blindness, feel that the cult mires the empire in the World That Is. However, for the majority of imperial citizens, especially in the famine stricken areas the cult is welcomed and is perhaps the greatest tool the empire has to retain the loyalty of its subjects.
Temples and shrines usually operate as soup kitchens, reaching out to the poorer folk of the empire in the hope they may work to help the Dragon to Be.
The cult is also very active in missionary work. Many Hunting and Waltzing bands include at least one Soup Dragon follower. Ostensibly, this is to provide for the band’s members but the cult believes that the best way to attract new converts is through their stomachs. Players may be hired by the cult to protect such a mission or, if they are members, to join.
