Have you ever tried painting onto some of the pre-paint plastics out there? A lot of the pre-paints I've seen/used are also a cheaper/softer plastic than unpainted ones and are often not suited to painting. Not having experience of Evo or SST, I don't know what Mongoose's are like.

As a ground system - no, because (a) trying to fit into a well-established market (b) what woulkd be so special about these rules and (c) they have ground combat rules.
Not sure how this makes much diffence, as far as I can tell from above, the fighters are still firing first. Or are you suggesting firing/damage is simultaneous?
