One thing you could try is to figure out the median amount of money per class for 1st level in D&D, then take the difference in starting money and money per higher level and apply it at the same rate. Not easy I realize but it's the best thing I can think of.

Technically you can use any game system to promote player actions in character. The best way to do it is to either give some extra XP to people who do act in character or yank XP for poor amounts of playing in character. You could also use better equipment for the people playing in character...

As far as other systems to dual stat B5 in, I've always liked WEG's D6 system, but yeah also the unisystem would be a good one to work with.

Actually with the Earthforce Guide you can tweak some of the info in there for other races as well using their fact book. Not entirely a clean translation but it would help things out I would think.

I personally wouldn't advise it. The fantasy races are more of a "high fantasy" concept and it just wouldn't work out too well for B5 in my opinion. Besides with all the races in the League of Non-Aligned Worlds you surely could find something worthwhile.

The Season guides are also pretty good if you're going to run a game during the B5 timeline, help give you times when everything happened.
