So are we saying Romulans can use the option of turning off Plasmas (for power drain) even when they dont have any loaded?

I think the question is If a Romulan has fired its plasmas and then in a future turns wants to use a Power Drain special action it cannot use the option of turning off plasma as it doesnt have any, therefore to use a Power Drain special action it would have to use one of the other methods ie...
