I agree, a similar discussion was had about Lyta. Lyta is an NPC with certain special abilities. The Vorlon Servant PrC is modelled on Lyta but isn't as powerfull. Makes sense. I'm inclined to go with the 'Harlequin' model where major NPC's that are pretty much invincible don't get stats...

Series 1 ep13 Signs and Portents. Garibaldi and Sinclair are seen talking in the Gents. Its in Blue sector so it may be for station personnel only but it would seem likely that their are similar facilities throughout the station. It is a long way from Brown sector to Blue sector after all.
