Idle curiousity .... Since TJ states that you can reroll one die that directly affects the ship spending the XPD, does that mean I can use TJ when rolling for Refits?

In cases of that 1,6 Time in Orbit for your ship, you could keep the 1 and go for the New Captain or keep the 6 and go for a new Strategic Target. It provides some additional control. I wasn't sure if that was an accepted use for TJ.
As for not being a useful Duty!! How else would ISA Leucanthemum be the feared warship it is!? Just look at the detailed work of that crew!
WSs only have enough crew to actually board some of the patrol ships anyway which its easier to shoot than board.
the +10% hull -1spd is ok, I had a ship with 2 of them, although it also had 2 +1 speed refits as well

I've had the exact same thing happen to me. Every time I roll extra speed, the very next one gets me the -1 sp +10% hull! I wanted some faster White Stars! Nope, just some tougher ones.
