X-Boat routes

I have question about X-Boat routes as shown in the Spinward Marches sourcebook. Clearly some of the routes marked are not X-Boat routes, in so much as they are not run by the Imperial Scout Service. The ones in Zhodani space certainly are not. Similarly the ones through Darrian space must be locally run as they do not connect to the ISS X-Boat routes.

But what about the ones through Sword World space?

We know there is an X-boat route through Biter to Caladbolg (it features in the Project Steel scenarios). However, what about the marked route through Sting, up and to Sacnoth, Gram and so on. Is this ISS X-Boat? Surely not? The on-line Travller Map indicates it is.

They could be IISS Diplomatic routes linking the central Embassy to it's out lying Consulates and back to the Imperiam through Non X-Boat means. We know the Joes use a system more like the later Regency X-Web through all eras.

Each empire has something similiar to the X-Boat system. The routes shown are their equivalent to the Imperial X-Boats.

Ideally, they would all be shown in different colors to avoid confusion.

Yes the mail MUST go out, so just deal with it. Maybe there is a transfer fee or some other process / plot line that players might be able to get involved in for those different transfer points between different X-Boat linking systems.
