They are clones, and also cybernectically enhanced. The GeDeCo Assassins (POD Book 1, p. 180) have identical stats and augments, and are described as the same approach, but with a “different genetic template”. Same for the GeDeCo guards p. 190. Those assassins are explicitly listed as clones, so the widows must be as well. The assassins and guards are listed as “vatgrown”. The widows stat block doesn’t say that in book 1, but they are listed as “vatgrown” in the Theeve Cluster supplement.
They are all GeDeCo creations. My take is the widows nominally report to the Lords of Theeve, but those “Lords” are wittingly or unwittingly just pawns of GeDeCo. If the Lords ever got out of line the Widows would follow GeDeCo orders.
GeDeCo has two high tech rogue worlds secretly under its Thumb: Theeve and Tech World. The widows, assassins, and guards could come from either. Whatever fits your campaign. Or they could come from a secret high tech lab on Vorito, but that strikes me as less fun than the other two.
