There was at least one that wore a turban at one stage. Plus we've got scenes of Anderson wearing a helmet in various stories, although admittedly she does take it off prior to reading the launch codes in Apocalypse War. All the same, she does also remove her helmet on a lot of other occasions, even when not using her psi-powers, which is also something that a lot of other non-Psi Judges also do, so it could be counter-argued that it's more a matter of personal preference.
Apart from 'chick factor' most male Psi-Judges were normally drawn without helmets, though doubless to distinguish their individuality from the accompanying Street Judges ( especially as they dont have individual names on their eagle badges ).

Re the Stunner shots. Another idea to make them variable I thought of was to give Perps hit a save modifier of 3x the difference ( if any ) between the two dice rolled for electrical damage.
Definately should prove unreliable in action. As Dredd himself noted
