It appears the Imperium has a problem on its hands!
The Solomani Confederation has Krypton on its side!
And it's not blown up!
I note that the star is the wrong type, it shouldn't be F8 V but rather a Type M III or something like that, otherwise known to its 4 billion inhabitants as Rao.

So what's to keep its 4 billion inhabitants from flying off the planet and causing trouble for the Third Imperium?
 
Interesting thing from the old continuity, people of Krypton couldn't leave without dying. That's why such a highly advanced race never built space craft. It would be an interesting curiosity to find TL 16+ world whose inhabitants refuse to leave. I'm sure though they have the weapons to keep both Solomani or Imperial forces away.

This is just like Man of Steel, the inhabitants couldn't breath out atmosphere until they've adapted, that would be why most don't leave Krypton, the atmosphere is listed as type A for humans, but maybe for them it is a 6 atmosphere, the planet comes from a different Universe with different laws of physics, if they leave the atmosphere of their homw planet and survive, they become supermen and women, but they have to survive first! What would happen if a Kryptonian got loose in the OTU? Is there room for a superhero?

Here's a hook, lets say the Ancients, brought Krypton over to this Universe just as it was on the brink of its destruction. In order to adhere to the conservation of mass energy the Ancients had to transfer an equal amount of matter from the OTU to this comic book universe, and that amount of matter just happens to be equal to our Sun, about 330,000 Earths worth of mass, thus a star disappeared from the OTU to be replaced by the planet Krypton, which has the mass of our Sun, but for the Kryptonians under their local laws of physics, this is perfectly normal. They don't have superpowers on their own planet, only when they leave it, and most would die in the attempt, so most don't.

There is someone who might make an interesting superhero, her name is Lara Lor-Van, wife of Jor-El, after sending her son away in a spaceship to Earth, her husband was killed by General Zod, before he was sent to the Phantom Zone, with her family gone, and nothing to live for anymore, she decides to commit suicide by leaving the planet's atmosphere, instead she survives and adapts, she wears the coat of arms of her late husband on her chest, most of the people of the OTU know her as Superwoman. Technically she has the strength of about 330,000 human women about her size, she has the mass and enertial of that many women as well, and her adaption is a psionic power to hide those features selectively from the external universe, and to bring them out when needed to manifest as superpowers. Most man portable weapons have no or little effect on her, some large spinal mount starship weapons have some effect however, she is fast, she is tough, she can survive in the vacuum of space indefinitely without a vacc suit for protection, and she can fly through space without a starship or a manuever drive, she has a built in Jump-6, that is she can will herself into Jump Space as a Jump-6 drive, the standard rules apply regarding the 100 diameter limit, she has x-ray and heat vision, the standard Kryptonian package, but there are still limits, it is a big Universe and she can only be in one place at a time. What do you think? Probably both the Solomani and the Imperials may try to use her as a weapon against the other.

I think a planet maybe twice the size of Earth but with 330,00 times the mass is something close to a neuron core or dwarf star. Not much life there let alone anything three dimensional on the surface.

I would say your Krypton severely defies even Traveller's loose hard science parameters. The real challenge would be making it a bit more plausible with the trappings of a high tech humanoid world alien to the rest of the Traveller continuum. Native race with natural telekinesis(flight and punch) and Awareness(Enhanced awareness, psionically enhanced strength, psionically enhanced, regeneration and body armor endurance) that, for whatever reason, is suppressed in their natural environment. It's a big world (A) with a gravity that's unpleasant for normal humans and a dense, tainted atmosphere very unpleasant for humans. Very high tech level but no attempts at space science beyond orbital.

Something about the atmosphere of a certain background radiation or whatever ties a fully developed person to the world or die.

Personally, I'm looking for a world of humans with a worldwide fascist oligarchy with an avian fascination and very high law level whose soldiers use their high tech level to create winged grav harnesses....

I'd say, Kryptonians are human in the same way Zhodani are human, they come from a common human ancestor from Terra, however in this case, Kryptonians have been altered, they still look human, and so long as they stay on their planet, they basically are human. I'm having second thoughts about making Krypton a black dwarf, lets stick with a size 9 world

Atmosphere is Exotic for humans, but not for Kyptonians
Hydrographics is 4 for a dry world with land locked isolated oceans
Population in 9 for 4 billion people
Government type is B a Non-charismatic dictatorship, Kryptonians are a very long lived race, that dictator has been around for a long time and is advised by a ruling council.
Law Level is C, a very high law level, no weapons are permitted in unauthorized hands, Kryptonians have a very strong sense of Justice, their leader is considered a just ruler, and the laws are fairly reasonable if strictly enforced, an offworlder who doesn't carry weapons and not break any laws should not get into trouble.
Tech Level is D.
Krypton is not aligned with any Interstellar polity, though it resides within the Solomani Sphere. Krypton does not do any space travel, and the Confederation does not bother them except to operate a starport on their planet to conduct trade. Most Kryptonians that leave their planet's atmosphere die, those that do not gain superpowers.

OR, take Superman back even farther, to "can leap tall buildings with a single bound" rather than actually flying. That gives you a STR value to leap say a 40-story building (a tall building in the 30s), a leap of 120 meters (approximately) vertically and 3-4 times that horizontally (haven't actually done the math, but it would be High-School level math). That would seem like flying in a city.

Traveller has Psionics, one can simulate Superman's powers using a set of psionic talents that directly affect their own body. A Kryptonian has a set of psionic powers that allow him to use telekinesis on himself in order to fly, it allows him to set up a telekinetic shield to deflect bullets and lasers and whatever, he has the ability to speed himself up to go faster than a speeding bullet, a psionic perception talent gives him "x-ray" vision, and another one gives him "heat vision". Kryptonite of course interferes with these talents, and makes them as ordinary humans.
