One that would be fun, and probably not too expensive to acquire would be the webcomic Crimson Dark:

www.crimsondark.com

Settings fairly well fleshed out, but not so much that it couldn't be well covered in a single source book. The creator not only very much enjoys sharing his creation, I think he'd very well and truly love to turn it into a full time profession.

Holistic Game's Fading Suns setting. It's so close to Traveller as it is but the setting is far more dramatic and detailed, Dunelike, than the Imperium. Some chapters on the jumpgates, religious variations, aliens, ritual psionics and the horror-fantasy angle in setting as well would set it up nicely.

While the Fading Suns RPG system is functional it's nowhere near as intuitive, flexible or internally coherent as Traveller. Together they'd be a perfect match. Fading Suns has the heart, Traveller has the head.

True, Fading Suns is a great setting. I think that Red Brick has the license for it ATM like they do for Earthdawn.

Two new ones i remembered.
Grimjack (comic by Tim Truman) and American Flagg (also comic by Howard Chaykin)
The first is a cross dimension, time travel, mostly sci fi setting. Come to think of it the Stront rules could be used right out of the box but with players playing norms and having some rules for how technology and magic are affected by the different dimensions).

The second is a porn-star turned cop's adventures in future fascist America
