It looks like a great big bluebook pack. Character sheet, lists of gear, career history, allies and enemies, ship maintenance, trading, even a last will and testament form.
Just the thing to keep a portfolio of your character's comings and goings. Of course, its only value is long-term: no point chargenning your guy, filling out the forms and getting him blasted into a grease puddle before he's even met his first Patron.
