I don't have it available, but I think he is in 'Blood of Orlanth'.
I have only read about half of Blood of Orlanth so far, but Delecti is mentioned as a traitor to the God Learners who has defected to the EWF. He was a friend and/or mentor to one of the powerful God Learner NPCs. I think he does actually make an appearance in the book, at least, under some circumstances. And he is doing his "making new critters from parts of various old critters" thing.

Has Delecti got ahold of Stitcher & Cutter and started work, with the Remakers, on the Stitched Zoo and the Centaurs of Pain (in Beast Valley, located in Remakerela, a country of the EWF) yet?

In official Glorantha? Who knows? It either hasn't been written yet, has been written but not published, has been written and published and will change or has been written and published and will stay the same. The last option is highly unlikely, in my opinion.
