Right. The "auditors" are accountants and forensic accountants (a good friend of mine is a forensic accountant for different branch of the US gov after working at the IRS)
 
I perceive a degree of separation between Citizens who operate in Administration, the accountants and trackers following the money, and those individuals who enforce the decisions of those Administrators and go out with closure notices, or eviction or building demolition notices. You can still have an enforcer who's a Citizen, hiring Agents to provide the necessary muscle to back up the Citizen's action - in the form of bailiffs or local rentacops or even real coppers.

However, both would be Citizens - not Agents.
 
Spica Publishing's Career Book 1 expands on the Citizen career.

Colonist, Corporate Citizen and Worker are each expanded into a full career (instead of a specialty from the Mongoose rule book).

Additional careers that could be classified as Citizen are spread through all three of their career books.

Yes. In America the latter task is handled by the U.S. Marshall service. Not part of the same agency.

An excellent series of books (although I never use psionics, so I ignore those few careers that are in them). That said, a really solid product line.

Naw. I know a high up IRS tax auditor. They are accountants by training. Usually by college degree also.
I think Galadrion is thinking more of Baryaran Imperial Auditors there (cf. the Vorkosigan Saga) - very different beasts to IRS tax auditors...
 
I woke up this morning with a fairly good idea of what Citizens do.

Scholars invent the brand spanking new technologies. Citizens are the carbon-scored, burnt-smelling people who have to write the warning labels for those brand spanking new technologies.
