WaW ordinance & fire zone question

The fire zone mechanic in WaW requires that the highest die rolls are allocated to the closest models to the firer. Therefore if the fire zone contains a vehicle but infantry models in the zone are closer to the firer, does this mean that the highest roll for ordinance firing at that vehicle for example are therefore absorbed by the closer infantry models? this would allow infantry to unrealistically screen tanks from anti-tank fire. I am presuming of course that anti-tank fire creates a fire zone just like MG/small arms. I seem to be something missing here regarding AT fire versus vehicles?

The WAW rules do seem to be missing the ability for big guns to target Size 2+ models and ingore Size 1, I assume this is just an oversight as the rules for this were printed on cards and not in the rules.

Also, would the big guns cause splash damage against nearby infantry if firing AP at vehicles and where does the splash originate, where the shot hits on the vehicle or from the centre of the target?
 
Sounds like an excuse for a table rule! Perhaps you could allocate the dice to the seperate units before you roll, like 40Krack. :lol:
