Vree SM and Launch Breaching Pods and Shuttles!

If the Vree ship is moving with SM does that mean that it can be boarded as it is moving half speed or less or does the SM speed count as its new 'speed'.

For example: Xaar Patrol Boat speed 12. If it is moving speed 6 or less it can be boarded but if it is using SM at speed 6 can it still be boarded?

Yes if it moves less than half speed for any reason it can be boarded.
