Vehicle Designs and Open Content

Can one use the Mongoose Traveller vehicle designs systems to design vehicles for publication? Say I want to produce a book of generic SF vehicles. Can I use the Vehicle Design systems to do so?

Among other things. I'd like to see elements from Agent and Scoundrel work their way into the SRD.

Not to mention Psion.

Some clarification on that would be good. This is my line of thinking: Since the vehicle design rules are not yet in the SRD nobody can really publish any vehicle designs or new options for the system on their own. The only way to get vehicle designs out there would be to submit them to Signs & Portents.

Or be considered a fan-based work.

I should point out I already did publish a vehicle. Mech Tech 'n' bot #1 Vehicles're in the base SRD. I balanced it off of the High Guard rules. No you do not have permission (at this time) to use the civilian vehicles system, but you can still make vehicles.

I'm interpreting the use of the word "vehicle" to exclude starships and other space-going craft. Thus, it was my understanding that the OP was asking specifically about the rules presented in the civilian and military vehicle books, not High Guard.

So to clarify what I'm saying – you can design ships for publication using High Guard and the core book, but at this time you cannot design vehicles - ground/grav/air/hover/water, etc. - using the vehicle design systems found in the military and civilian vehicle books, for publication.

So am I. I created a mech. Created the skill Drive (walker) for whoever is running the thing. It is not just me that created a vehicle. D.B. Design had a ground vehicle as part of their Ares Dragon Ship product.

Vehicles are in the Traveller Main Book and in the SRD. That should be enough for you to create most everything (if not everything) you'd like.
 
Traveller D20, in it's OGL, specifically stated that, while the ship and vehicle designs systems were not Open Content, the products of those designs systems were.

That's what I'm looking for, or something very like it.
