In some cases, the native life would be very primitive and replaced almost completely with Exo-Planetary life. In some case, the native life might be very complex and be waging a war against the invading life. In still other cases some kind of balance would be achieved. All up to the GM.

That's the Native biomass variable - how much of the exolife replaced the native stuff. Like I said, its the most chrome of the three -can give a yardstick to answer that question.

I'm sticking to generating minor race homeworlds at most. FTL stellar travel throws lots of the assumptions off.

Agreed, especially in the OTU setting. There are 6 and only 6 major races, which means that all other races got star travel from one of those 6. Although they might have spread far and wide from there (the Bwap for example).
