As a point, as listed in High Guard, Ion cannons are not available in turrets, so you already have a limiter there for most pirates. Since they need a military grade weapons mount (Barbette or Bay), only those pirates with access to military grade resources would be expected to have them (although that might be as simple as having captured a customs vessel armed with Ion Barbettes). Your Type-P, with its three triple turrets, isn't going to be equipping any. Or for that matter, a tractor beam. Those have been around since 1980, but you also almost never see pirate ships equipped with them either.

Ion Missiles are a thing, though. That's the version you'd expect most pirates to be using, though point defense can defeat those.

If pirates can afford the money on missiles. They can afford to not be pirates. Pirates isnt a profession that is elected. Its a profession that is forced.

I would also suggest, dont board, if you can avoid it.
I get its the cinematic thing to do. You swoop over, with sword in hand.
Its just docking with scared folks in their home, with not a lot to lose, who have access to all the life support control and can move out flamable objects as they fill rooms with o2, set the gravity in some sections to positive 5g and some section to -5 and gosh forbid whats happens to you if you're caught between the two.

I'm pretty sure that boarding is mentioned in the pirate employment contract.

It's meant to be a perk.
One of the PoD groups I run have really got their boarding down to an art, motivated by the fact that they kept getting criticals on the cargo for a while.

They use walking shield droids, overwhelming numbers, heavy armour of the sort I can’t realistically portray Joe Far Trader providing for his crew, exploding droids that scuttle in at ground level etc etc. Using the boarding rules in High Guard, the outcome tends to go their way fast, especially as they have their marine leader, Sharyl, regularly drilling their Vespexer marines in the ship’s hold. Their inventive use of droids and psionics tip the scales further: my God they love their droids for every use in the robot handbook and a few more beside.
