I have a few of the metal traveller minis including all the non-human races. We mostly use the starwars minis for humans.
I've used minis. Overall I think 15mm is the best way to go, but I have such an extensive 25mm collection that I've never made the jump. I even have some 25mm resin vehicles.
If starting from scratch for Traveller specifically (not some other game like Star Wars that has a huge line of 25mm), I would go with 15mm. They cost less and your starship maps can be printed much smaller. If you paint them though they are kind of a pain in the arse. Invest in a lighted lamp with a magnifier before you go blind.
If you want to go cheap and don't want to purchase minis, consider printing your own flat, round, tokens. There is free software out there that requires no skill to make and print out tokens on cardstock. Mount them upon poker chips, metal washers, etc. and they are quite nice to use. You can take images from the internet to make them since they are only for personal use. With some talent you could even make some face tokens look like your PCs using real photos.
I also have made flat, cheap vehicles by printing on cardstock. They work better then the expensive resin since you can physically place your minis upon them to show who is the driver, who is in the gunner's seat, etc.

I have 2 hiver mini's but mine are white primed metal. I'm never going to paint them because my painting skills aren't even close to yours, and I would just ruin their value. 
That's very kind of you to say so Burocrate. I can take credit for the painting, but the photo was taken by my wife. (It's her PC too.) The alien landscape is our back garden.

As someone who buys a lot of "previously owned" miniatures off of ebay for various games, I can tell you that the value won't really drop. The funny thing with metal minis is that they'll keep their value even if you paint them ... as long as you strip them of paint before you sell them.

In 15mm, as the largest selection of Traveller Miniatures are 15mm still. Heck the largest selection of SF Miniatures are 15mm.

I chose 15mm because I wanted to be able to do the running gun fight into the ship on the table top which can be done with 15mm figures but not larger figures....
