Touch of the artisan

In the book "Divination: the all-seeing eye", there are many spells beginning by "Touch of...". All those spells have an arcane focus, except for Touch of the artisan, who has a material component. Is that an error?

Can you believe it? No one gave me an answer:

- No one on the forum knows if it's an error or not.
- I asked the question to Mongoose too and they didn't anser in a week.
- And when I got tired and asked to Wizards, they said they can't aswer because they can help me only if it's a question from the 4th edition!

What a simple question without any simple answer...
