Builder - The Tholians much like the Orion Pirates included in the first relase are really more of a preview than a complete playable empire. They simply do not have enough models available to form a Squadron or Fleet Box. There are only 3 Tholian Ships present in the first release of ACTA:SF. They are the Patrol Corvette (Improved version with phasers replacing the Web Genterators) The Destroyer (A upgunned PC with Disruptor Bolts) and the Heavy Cruiser (2 PCs wielded together).
That said the Patrol Cruiser is in Squadron Box#3, The Destroyer is in Squadron Box#4 , and the Heavy Cruiser will be in in Border Box #1 with another Patrol Cruiser and then there will be 2 Destroyers in Border Box#2. I don't think you will see a actual pure Tholian Squadron or Fleet Box until the first expansion comes out next year which seems to be penciled in to include the Tholians and their former slaves, the Seltorians who only want to hunt down and kill every last rockhead out there. The Seltorians had already succeded in hunting down and exterminating 99% of thier former masters and chased one of the few survivng enclaves of Tholians here.
Edit: Just looked and Squadron Boxes #3 and #4 are not even on the release schedule. It will be interesting to see if Matthew does throw together a new squadron box of Tholians. Selling one with a couple of PCs a couple of DDs and CA and maybe a Small Freighter to serve as a Auxillar Cruiser or a Web Tender might be interesting to see.

What would be cool in a Tholian squadron pack would be a clear resin Federation Heavy Cruiser. Simulating the ship from TOS The Tholian Web and Enterprise's In the Mirror Darkly. That, a Tholian Heavy Cruiser, a Tholian Destroyer, and 2 Tholian PCs, sold!
Come to think of it, that ship could also be used for a cool Fed-Romulan scenario, where the Feds steal a cloaking device. Can you see the cloaked ship running from the Roms, with a Fed fleet waiting just across the Neutral Zone? The scenario could have the cloaked cruiser crossing the Neutral zone, with a Romulan task force assigned to destroy it at all costs.
