Why would you need to?
The current web rules state"
Webs: Tholian vessels equipped with their infamous webs are
nigh on invulnerable to seeking weapons, able to snare and
neutralise them before they get too close. Any seeking weapon
(drone or plasma torpedo) or suicide shuttle impacting against a
Tholian vessel that has a working web weapon system in the fire
arc will be automatically destroyed.
From reading this, I gather that all seeking weapons attacking from the proper arcs are destroyed... regardless of the use of IDF, or not.

Looks to me to be one of those times were it might actually be desirable to use the plasma bolt vs launched torpedo.

Actully the question as raised when the ship with the web in arc was not the ship that was targeted. The tareted ship din not have it's web in arc.

Well, since the basic Tholian Web (as listed in the ACTASF core rulebook) has no range, I'd say that it only affects the ship with the web generator.
Bear in mind that when the full Tholian fleet is released in ACTASF2 along with a complete set of web rules, this might change.

I don't believe the existing rules allow for the web to serve any function other than a passive defense solely for the ship on which it is installed.

As others have said, a full set of Tholian rules including the addition of the more traditional version of the web familiar to TOS fans is on the way when the full Tholian fleet is released, hopefully in 2013.
