In my case it's because the blister packs are taking forever to get into the stores over here. Still no fighters, bombers, carriers - not even destroyers! I'd buy and paint the stuff if I could get it, but man it's taking forever. It's getting to the point where a second starter is looking appealing, but with Al Malik I really don't want a 50/50 fighter/bomber loadout and the extra four frigates would be overkill.
