The effect of an attack roll

I am reading the rule book and am having an old man moment. For the life of me I can't remember what the phrase "the effect of an attack roll" means when applied to the damage. I am sure I am just being dense here, help.
 
The effect is how much over the target value you roll. So if say if you needed an 8 and roll a 10, the effect would be +2.

Agreed. It's a specific game mechanic so capitalising it would point this out to the reader and avoid confurion.
