The Best Kind Of Piracy ...

I think you can only issue a letter of marque to a privateer if you are at war with the country (or planet, or galactic empire). Whether you think you're a privateer is immaterial - if you're caught, it's all up to the people who caught you to decide and, as has already been said, you'll probably be considered a pirate.
 
I believe every privateer knows what they getting into when they officiate their piracy. It is now up to them to arraign getting out.
 
Died not from the gallows but Mother Nature at a mature age, praised as a hero and legend by a country made wealthy while giving the enemy a black eye on two coasts. THAT'S a privateer doing a pirate's duties.

Only thing better would be a Vice Count, but that would involve sinking or capturing most or all of the Armada, not just cherry picking, and dying, so the share defaults to the Crown.

I would venture a guess that he was the exception though. Most, I would bet, die a slightly lesser way. :D

Arguably, Henry Morgan was more successful, graduating to an administrative position, though Drake remains far more charismatic.
 
If you want a good idea what piracy is in terms Traveller compared to acts of intrusion which better describes what Alex referred to originally is Book 6: Scoundrel. Rather than pirate careers, characters roll up Agents from the core book or Intruder from Scoundrel. It's more a Mission Impossible scenario rather than High Space adventure. That sounds very interesting as a campaign but it's not really a piracy game. You could have an Agent as part of a pirate crew that helps mix the two elements.

Trust me, it is very definitely a piracy game. It's not all swagger and Ya'arr and all guns blazing.

Same deal as for smuggling. A lot of the pirate swagger and barrels of rum stuff is more along the lines of smuggling than stopping ships in flight and nicking their cargoes. Sometimes, a "victim" is fully aware of what their cargo hold contains and they will have made arrangements with those "big bad pirates" to take that cargo on board their vessel to complete the journey out of sight of the legitimate authorities and their punitive taxes and duty tariffs. The "victimised" ship's master claims back losses on the insurance, and the customers still get their contraband as planned.

The pirates only put on the barechested swagger stuff and posing with one leg raised onto the chair to impress the Navy boys.

I know what I just said. ;)
