How about considering nature. Trees will grow on a mountian up to a certain altitude just as anywhere else. Above that they start to thin out the greater the altitude up to a height that no trees grow at all.
So if you are using nature as your guideline, it would depend on the height of the mountain and how high up one goes in altitude to reasonably determine the amount of trees present.
PS also dont forget the higher up one goes in the atmospher the colder it gets.
I am assuming that you are asking about Traveller animal encounters? If so, there's nothing in the core rulebook that covers "mixed" terrain types.
However, I would create encounters based on Forest terrain, in your example. Hills are open (i.e., hills), or the terrain is based on what's growing on them (i.e., forest), which would generally determine the standard encounter type.
