The table for modifiers for TL might need to be tweaked.

GOV=7 now has DM+2, but I don't remember that in any other version. Most low tech worlds are going to be GOV=7 (they have no planetary communications), so this DM doesn't make sense.
 
I wondered about that. Maybe less government unity/control can allow for tech to leak out to various faction groups that are warring with each other. They make raids on the starport's inventory. Or they are in cahoots with the starport shippers, getting their piece of the action.
 
Additionally, modifiers to tech level are obtained from population going from +1 at pop 9, to +4 at pop 12. However, as the population is determined by 2d6-2, and there are no modifiers, it can never exceed 10.

The chart has two impossible modifiers on it then.

Of course a GM can create a world with a pop exceeding 10, but then he isn't using the random system in the first place and doesn't really care what the "modifiers" are as they are making what they want in the first place and not using that system.

It seems either the chart needs to be adjusted (modifiers for 9-12 be shifted to 7-10, or else truncated at 10 because you'll never get 11 or 12), or the population generation be altered somewhat so that it can reach a 12, possibly with a modifier of up to +2 for pop.

I no longer have my original books, but I have some of my Megatraveller books. In there, the tech modifiers for population are 9 +2, and A(10) +4. That would also solve the discrepancy and would match historical values.
