Just what are they? Surely not 100 shot tasers? Handheld Ion cannons? What? Trying to get a good picture of what they are, how they work, and what defenses would and would not work. I would love for them to be Ray GunsTM, but I'll admit I'm drawing a blank on the handwavium atm.
 
Maybe opposite.

They probably overload the nervous system with an electrical shock.

Presumably, the more advanced ones selectively effect it, to cut down on fatalities.
 
One option would be for stunners to be wireless tasers that use a low power (non-damaging) laser to ionize the air to create a conductive pathway between the stunner and the target. The one issue with this is that this sort of stunner would not work in trace atmospheres or in vacuum, and there's no evidence that this is true of stunners. I'd personally make TL 8 & TL 10 stunners wireless tasers, and say that TL 12 stunners use some other method of establishing a conductive pathway between the stunner and the target - one that doesn't require an atmosphere to work.

That is an interesting thought, built in laser sight too. People in a Trace/Vacuum situation are going to be wearing some form of protection too, good luck aiming for weak points. From another game I wrote, feel free to adapt as desired -

Jangler: The proper name of this weapon is a ‘nerve induction stunner’, and the weapon works by sending a charge through the target’s central nervous system. This disrupts the target’s motor coordination, causing muscle spasms and other effects that render them unable to perform coordinated action for around 30-60 seconds. Janglers have a relatively short range, typically just 20-30 metres, and they will not penetrate sealed armour – which limits their usefulness.

The most famous side effect is somewhat exaggerated in popular folklore, but sometime the target will involuntarily defecate, giving the weapon its other colloquial name of ‘Browner.’ Janglers are sometimes used as police issue weapons, but they have a significant mortality rate through disrupting the targets cardiac rhythm so they tend to be used sparingly in more litigious jurisdictions. Power is supplied from a standard pistol power pack, which holds enough charge for around 50 shots. Weight: 1kg, Price: Cr200. Power pack costs Cr50.
