Starting Equipment package

From Sgt Kreestrex, Wraith Recon 4

To Colonel Hiram N Killem

My team recieved their starting package today. As raw recruits (1st level)we are quite excited except we have a few questions.

These elven boots do not seem to have any documentation. The manuals only show elven boots of a +2 minimum enhancement, but one has to be starting their 2d tier of adventurng advancement (lvl11) to use those.

Are these +1 boots custom made for wraith recon and usable at a lower level?

The same goes for the elven cloak which cannot be utilized until 7th level and has a +2 enhancement to Fortitude, Will, and reflex as well as stealth. It is nothing but a pretty camo cloak for us low level sloggers.

Might we suggest the elves make a +1 version (Similar to the low end wraith combat boots above) that is usable at lvl 1?

Also an amulet of health will not be usable until we are third level, but the troops are confused as it takes up the same slot as the cloak.

Never recieved a reply from the Powers that Be on the magic item issue. Any thoughts oh mighty designers?

Just for fun here are a couple "house rules" options we came up with. Here are a few other things that might go well in a bag of holding that could be drawn from general stores.

Shovel and Pick
Hammer and Spikes
Signal mirror (In case spellcom silence is initiated)
saw
file
chisel
Oil
Tindertwigs (Alchemical matches)
Flash Bangs smoke bombs These alchemical wonders are expensive and the sole perview of Wraith Recon. They are clay pots about the size of oranges filled with layers of alchemical mixtures. A fuse is inserted in the top. The fuse is folded 10 times. Each length in a fold represents about 1 round of burn time. Cut off the appropriate amount for shorter delays.
First round a loud explosion and a flash of light. 2d round the square it is in fills with smoke, 3rd round squares all around the first square fill with smoke (3x3 spread pattern) 4th round the next squares fill with smoke (5x5 pattern) 5th round next squares fill with smoke. (7x7) for the next 5 rounds this area remains filled with smoke. A strong breeze will displace the smoke 1 square per turn. A strong wind will disapate it allowing vision to up to 10" through the smoke (Beyond three squares is still obscured)and give a +4 bonus to saving throws. The cloud is 10' tall.

The smoke is oily and black and very dense. All forms of vision are blocked as if it were a solid form. Breathing life forms inside the smoke are struck with a +4 attack vs their Fortitude. If it succeeds the character begins to cough making spell casting and command based powers (Such as certain warlord abilities) impossible. A saving throw can be made each round after being affected, as soon as a character exits the cloud, and again on each subsequent round to stop this effect.

Water or enough soil to completly cover the device wills top it. Smoke dissipates in 2 rounds after it stops.

The heat from the chemicals burning is enough to set nearby flammable materials ablaze.

When they are handed out at all no character may have more than 1+1/ tier.

Another version about the size of a plum has only the "Flash Bang" aspect of this device and yet another only a bit smaller than the first has only the smoke effect.

What the item levels mean is a general power level for the item. So a 11th level pair of elven boots won't normally be found with 1st level characters. Those 1st level characters can use the elven boots if they have them.

OK, that was not made clear in my reading of the rules, back to slog through them

We decided the amulet of health was somehow bonded to the elven cloak (Like as a clasp) so both could be worn at once.
