Special Action clarification

A special action must be declared once the ship has been nominated to move, but before it actually moves. No problem. Question is, if the SA requires that the ship be within a certain range of the target (Activate Jump Gate, Launch Breaching Pods and Shuttles, Stand Down and Prepare to be Boarded) do you need to be within that range when the SA is declared, i.e. before the ship taking the action moves, or at the end of your movement?

It's clear with Maneuver to Shield Them, because that description clearly states that the acting ship "must end up within 3" of the friendly target".
 
All joking aside,

Manoeuvre to Shield Them! says 'Your ship must end up within 3" '

Stand Down...! doesn't actually stipulate that the ship performing the special action is within 10"

I would concur, unless the SA text clearly states that you must be within a certain range at the start of the turn.
