Spacecraft Design in ST

I'm interested in knowing what it's like designing spacecraft for ST. Is it just a matter of filling a hull with stuff and rating it for playability? Or is it more of a templated approach, where ship classes are more like a "person" that you "develop" the stats for? Or is it something else entirely? And how does it compare or contrast with other RPG ship design rules?

Just looking for a 10,000-foot view here.
