Some Telepathic questions

If I have understood how Telepathy works, each time the target decides to resist, it takes 1 nonlethal damage (except for Deep Scan)

But to resist and have the right to make a Will Save, you must be aware of being targeted and if you are not a Latent Telepath, a few abilites cannot be detected like Surface Scan for instance. So how the thing is resolved ? does the target has a Will Save secretly made by the Game Master and the nonlethal points is secreltly added ?
 
That would work...normally I just make sure that my players don't act upon things they do not "know" about and let them make the Will save.

It is up to you.
 
As Games Master you could require a die roll for completely inane reasons if you really felt like it. Maybe the lights are too bright in that corridor for a Brakiri's eyes, or perhaps that Llort over in the corner is really looking at the character funny, or maybe the smell of a pak'ma'ra has just reached them...

There are dozens of reasons why they could be taking that Will save. Just don't elude to them that it is Telepathy-related if you think they will react to it poorly.

Or better yet, just find out what their Will save bonus is and simply ask them to roll a "d20". Don't tell them why, just ask them to roll for you. If they ask or persist, just tell them , "Oh, you'll find out." And make sure to look evil when you do...it helps. :)

Just randomly ask for die rolls periodically. Don't tell them what it is for, just ask for one every once in a while. You can even do the whole party at once, so no one knows what's up with who.
